Hong Kong residents with moderate and severe intellectual disabilities face an average wait of around ten years for a hostel place. To help address this acute shortfall in accommodation and also much-needed rehabilitation services, The Hong Kong Jockey Club, through its Charities Trust, approved a donation of HK$600 million to the Hong Chi Association for the development of Pinehill Village in 2014. The project has now reached completion, providing holistic support for people with intellectual disabilities of different ages and levels and their caregivers. This support includes childcare, early education, vocational rehabilitation and training, and residential and day care services.

A naming ceremony was held today (6 October) for the Hong Chi Jockey Club Pinehill Village, along with the official opening of both the Hong Chi Jockey Club Pinehill Day Activity and Residential Complex and the Hong Chi Jockey Club Pinehill Vocational Training Complex. Officiating guests included HKSAR Government Secretary for Labour and Welfare Chris Sun, Club Deputy Chairman Martin Liao and Hong Chi Association Chairman Owen Chan.

Over the years, the Club has strived in support of a healthier community for all and provide care and support to people with different abilities. Club Deputy Chairman Martin Liao noted that the Club has been working closely with the Hong Chi Association with this goal in mind. The newly completed development provides the association with almost three times more additional service places, as well as more diversified services to improve the quality of life of people with intellectual disabilities. The Club will continue to support a diversity of timely projects through multi-sector collaboration with innovative approaches to promote social inclusion.

Hong Chi Jockey Club Pinehill Village, with a total floor area of over 14,000 square metres, is a rehabilitation complex dedicated to serving people with intellectual disabilities. The number of rehabilitation service places has increased significantly from some 200 to more than 1,100. The Hong Chi Jockey Club Pinehill Day Activity and Residential Complex and the Hong Chi Jockey Club Pinehill Vocational Training Complex will provide a range of rehabilitation activities, vocational rehabilitation services and training to improve the lives and social skills of people with intellectual disabilities and enhance their occupational skills to prepare them for employment.

The development also includes the Hong Chi Jockey Club Pinehill Hostel and the Hong Chi Jockey Club Pinehill Pre-school and Children Service Complex, which opened in 2016 and 2017, respectively. The hostel provides high-quality accommodation and daytime training for people with moderate and severe intellectual disabilities. Meanwhile, the pre-school and children service complex provides childcare, early education and training services for children aged up to six, to improve their readiness for learning and lifelong development. The occupancy rate of each has reached 100%.
