Adolescence is full of uncertainties and changes. In the fast-moving digital era, young people face the dual challenge of keeping up with the times while simultaneously shaping their own future. We believe providing effective and appropriate support to young people is key to unlocking their potential and nurturing a thriving generation.
Wan Yee, a young person who grew up in Tuen Mun, used to play ball games alone on the streets during his early secondary school years, avoiding interaction or emotional involvement with others. As he joined 21C@JC, which provides a platform that encourages young people to contribute to their community, he has since become involved in planning and coordinating youth activities. He also manages the social media account “Cow Club”, where he shares unique and interesting neighbourhood spots he explores, introducing his community to a wider audience.
Wan Yee also proactively takes part in community activities and has grown to find fulfilment in roles that involve audience interaction, such as hosting performances.

In fact, I began to enjoy connecting with other young people in the community, and I hope to organise activities that bring even more youth together. ”As he develops a stronger affection for his neighbourhood by the day, he is also shaping his own sense of identity.
“21C@JC is thoughtfully designed to address the needs of young people, focusing on their active participation and leadership in planning and coordination. As social workers, we provide guidance, but also participate alongside young people as equals—it is about co-creating together to help them thrive”, says Ivy Yau, a social worker with the Hong Kong Playground Association, one of the partners in the project. “What I am most proud of is being part of their journey, whether directly or indirectly, and witnessing their transformation.”

The Hong Kong Jockey Club supports a variety of youth-centric programmes that enable young people to unlock their potential and nurture a thriving generation. Among these is 21C@JC, which aims to offer co-creation opportunities, enabling social workers to work alongside young people on an equal footing to drive transformative change and reimagine community youth services for the 21st century.
We have launched a virtual ICYSC to complement offline services, offering fresh, youth-centric service experiences. We are also piloting a number of district-based projects, nurturing youth leadership and confidence and driving positive changes for young people and their communities.

ICYSCs participating in 21C@JC saw a 107% year-on-year increase in youth participation in the first quarter of 2025. We are piloting a number of district-based projects that bring together young people and adult stakeholders across different districts to collaboratively explore community needs. By October 2026, the project is expected to benefit over 50,000 young people and train more than 400 social workers, fostering youth-led services.
