To reshape Integrated Children and Youth Service Centres (ICYSCs) into vibrant, forward-looking spaces, 21C@JC connects with new online centres and turns them into co-creation platforms for youth participation in social good. It also provides young people with continuous engagement and services that seamlessly merge online and offline experiences. By enabling them to actively participate in creating youth-centric experiences together, the project empowers them to unleash their potential in helping to build a brighter Hong Kong for the next generation.

36 ICYSCs from 15 operators will partner with young people to pioneer these transformative approaches, building momentum for future adoption across the wider sector. By the end of October 2026, over 50,000 young people will have benefitted from being a part of the project, with over 400 social workers becoming catalysts for youth-led services.

The 21C Innovation Fund Scheme, in particular, provides opportunities for “youth and adult co-creation”, where 1,000 young people team up with social workers to co-create new spaces, services and user experiences for 21st century ICYSCs.
